Pet food imports into Korea fall under the APQA (Animal and Plant Quarantine Agency), not KC certification. Prior quarantine approval for animal-origin ingredients, a USDA health certificate, the Coupang SoR structure — there is a lot to prepare even after you clear customs, before you can sell.
This is the most common point of confusion. Consumer electronics fall under KC (Ministry of Trade, Industry and Energy); pet food falls under APQA (Animal and Plant Quarantine Agency). The regulatory tracks are entirely different.
Pet food itself does not require KC. However, any enclosed electronic accessory requires separate KC/EMC certification.
Important: the APQA updates requirements periodically depending on the product type and country of origin. It sometimes applies a grace period to certain new pet food import requirements. Do not time your launch to an APQA grace period; plan your schedule against the current requirements.
The economics of the two paths differ. Cross-border validates demand at a low fixed cost; local entry explodes revenue through the Coupang Rocket badge and repeat-purchase optimization.
| Category | Cross-border Demand validation stage | Local entry (SoR) Scale stage |
|---|---|---|
| SoR party | Overseas entity (Coupang global marketplace) | Korean entity or partner entity |
| Delivery speed | 5–10 days (international shipping) | Same-day/next-day (Rocket Growth) |
| Returns handling | Effectively impossible (international return shipping) | Automatically handled by Coupang Rocket Growth |
| APQA | Direct consumer import — personal use permitted | Commercial import — mandatory APQA registration |
| VAT refund | Not possible (no Korean entity) | Refundable via the quarterly VAT return |
| Conversion rate | Low (no Rocket badge) | Up to an 8–10× order increase vs. local |
| When it fits | No order history in Korea, demand confirmation stage | Consistent cross-border orders, confirmed repeat buyers |
Switch signal: if monthly Korean orders come in consistently, you have repeat buyers, and competitor brands are already building reviews on Coupang Rocket, it is time for local entry. Use the cross-border data to decide your first FCL/LCL quantity.
Operations have to be ready before you burn ad spend. Pet food is a repeat-purchase category — a bad first experience loses the entire lifetime value.
First decide whether to set up your own LLC or contract an IoR/SoR partner. At the same time, begin APQA manufacturing facility registration and ingredient declaration. With the APQA, the pace depends on whether your documents are complete, not on a schedule.
Verify the tariff rate by HS code (pet food, treats, dental chews, and supplements each have a different tariff line). Select a DDP forwarder and confirm the USDA health certificate issuance procedure. If your inventory is under 1 CBM, start with LCL.
Build the PDP in parallel while preparing the import documents. A Korean pet food PDP must include the raw material country of origin, an ingredient infographic, a feeding guide, a feeding-amount table by age/weight, and domestic delivery terms. An "APQA clearance complete" statement and a country-of-origin mark are also required.
Activate the listing after the inventory has fully checked in at the Rocket Growth fulfillment center. Turning on ads before the inventory is inbound wastes budget. The Coupang Wing account, settlement bank account, and business registration certificate must all be in the name of the Korean entity (or partner entity).
Secure the first reviews through a permitted review campaign. Because pet food is a repeat-purchase category, the quality of the first reviews is directly tied to long-term conversion. Run the soft launch only once a Korean-language CS response system is in place.
Activate Coupang PPC once conversion is confirmed. Early on, build organic ranking with minimum bids, then expand the budget on an ROAS basis. Once stable, add Naver SEO, creator seeding, and Kakao channels.
Costs through customs clearance are 30–40% of the total. The other 60–70% arise from platform fees, fulfillment, returns, and the PDP.
| Cost item | Amount range | Nature | Key caution |
|---|---|---|---|
| Ocean freight (LCL) | USD 200 – 1,500 | Per shipment | Under 1 CBM is LCL; consider FCL at 10+ pallets |
| Ocean freight (FCL, 20ft) | USD 2,000 – 5,000 | Per shipment | 20–40 days; the per-unit cost is cheaper than LCL |
| Import tariff | Average 8% | On a CIF basis | Varies by HS code — always confirm the exact classification |
| VAT | 10% | On CIF + tariff | Refundable via the quarterly return if you have a Korean entity |
| APQA quarantine + customs broker | Incurred separately | Per shipment | A missing health certificate creates a demurrage risk |
| Korean PDP production | Once per SKU | One-time, upfront | Localization including ingredients, feeding guide, and country of origin is essential |
| Rocket Growth storage/fulfillment/returns | Tied to revenue | Monthly | A 5–10% return rate must be factored into unit economics |
| Coupang selling fee | % of revenue | Per transaction | Varies by category; deducted before settlement |
| Korean-language CS | Monthly fixed or bundled | Monthly | Obligation to respond in Korean within the Coupang SLA |
The misjudgment patterns most frequently repeated in a pet food market entry into Korea.
Many brands conclude they have a margin after calculating tariff (8%) + VAT (10%). In reality, Rocket Growth fulfillment, returns handling, and PDP production cost more than the tariff. Model the entire cost stack.
US-origin pet food requires a USDA health certificate per shipment. If the certificate has a form error or is missing, the container is detained at Incheon Port and daily demurrage accrues. Always confirm a pre-departure checklist with the forwarder.
If you turn on ads without a Korean PDP, the traffic does not convert. Pet food consumers read the raw material country of origin, the ingredient list, and the feeding-amount guide. An English translation causes an immediate bounce.
Korean consumers are legally guaranteed a simple change-of-mind return within 7 days. It is not as high as electronics, but pet food should still expect a 5–10% return rate. If you do not include the Rocket Growth returns-handling cost in unit economics, you go over budget.
