Korea's statutory certification requirements before import/sale differ by category.
Below are the main requirements for the categories KONIVO primarily handles.
| Category | Governing agency | Required certification | Key details |
|---|---|---|---|
| Food & Health Functional Food | MFDS | Import notification required | Import food notification is mandatory. Health Functional Food has a separate functional-ingredient recognition process. Korean labeling is mandatory. |
| Cosmetics & skincare | MFDS | Import notification required | Requires cosmetics responsible-distributor registration or outsourcing it. Full ingredient list in Korean and expiration date are mandatory. |
| Electronics & appliances | National Radio Research Agency (RRA) | KC certification required | KC certification is mandatory under the Electrical Appliances Safety Control Act. No clearance without it. |
| Children's products | KATS | KC certification required | Governed by the Children's Product Safety Act. No distribution or sale without the KC mark. Safety testing is mandatory. |
| Quasi-drugs & hygiene products | MFDS | Item license required | If classified as a quasi-drug, item licensing/notification is required. GMP documentation and an import-business registration may be required. |
| Agricultural & livestock products | MAFRA | Quarantine required | Animal/plant quarantine is mandatory. Some items face import bans or separate admission criteria. Country-of-origin labeling is mandatory. |
| Apparel & textiles | Ministry of Environment | Environmental labeling recommended | No mandatory certification, but a voluntary KC safety confirmation is recommended. Fiber-content and care labeling are mandatory. |
| Pet products | MAFRA / MFDS | Varies by item | Feed and treats need an import notification. Accessories (leashes, clothing, etc.) need no separate certification. Always confirm by item. |
| General consumer goods | — | No certification required | No mandatory certification when it's not electrical, food, or a chemical product. Korean labeling and country-of-origin labeling are still mandatory. |
The KC (Korea Certification) mark is the most fundamental mandatory certification for selling a product in Korea. Selling a covered item without the KC mark can mean customs rejection, a sales ban, and fines. Platforms such as Coupang and Naver also require a copy of the certificate for any item that needs one.
Cosmetics require import-business registration and item import notification before entering Korea. Functional cosmetics (whitening, sunscreen, anti-wrinkle) need a separate review. Health Functional Food needs a separate functional-ingredient recognition license.
Diffusers, room sprays, laundry detergent, air fresheners, and other "safety-confirmation-required household chemical products" need a separate safety confirmation under the Chemical Products Safety Act. The key requirement is full disclosure of the formulation (complete ingredient composition) — even 0.001% of a substance Korea prohibits blocks clearance entirely.
Any product with a Bluetooth, Wi-Fi, NFC, or LTE module needs separate radio-conformity certification from the RRA. Plug-in appliances also need an energy-efficiency rating filed with the Korea Energy Agency.
This is a separate track from MFDS import notification. Products containing meat or dairy, and pet feed, must clear MAFRA's animal/plant quarantine. A product labeled "Organic" on the package needs separate domestic organic-label approval even if it already carries a foreign certification.
This is the regulation you must follow if you open a D2C owned site or process Korean customer data. Where Europe has GDPR, Korea has PIPA. Transferring Korean customer data to a global HQ server (a cross-border transfer) without a clear consent process can trigger a fine of up to 3% of revenue.
