How to enter the Korean skincare market
immediately — without a local entity.

Korea's Cosmetics Act defines the Importer of Record (IoR) and the Responsible Distributor as separate roles. The IoR handles customs clearance, while the Responsible Distributor registers with the MFDS and bears responsibility for product safety and quality. KONIVO holds both roles, so you can start selling on Korea's Coupang and Naver immediately — without your own local entity.

Regulatory structure

IoR and Responsible Distributor —
same partner, different legal roles.

Importing cosmetics requires two roles: the IoR under customs law, and the Responsible Distributor under the Cosmetics Act. A single partner can perform both.

Importer of Record (IoR)
Importer of Record service
  • ✓Named party on the Korea Customs Service UNI-PASS import declaration
  • ✓Liable for customs duty and VAT (10%)
  • ✓HS code classification and customs clearance
  • !Cosmetics-specific certification is separate — governed by customs law
Two roles = one KONIVO partnership
Most cosmetics IoR service providers perform both the IoR and Responsible Distributor roles together. KONIVO is the same. When you contract, always confirm how the two roles are separated and billed. They are often hidden inside a bundled price.
Entry paths

Cross-border → IoR partner → your own entity:
three paths compared.

Which path to choose depends on your current evidence of Korean demand and your operational readiness.

Entry path Structure MFDS responsibility Coupang Rocket eligible When it fits
Cross-border Individual parcels shipped directly from overseas The consumer is the personal importer ✗ Not possible Demand validation stage
IoR/SoR partner (recommended) The partner entity acts as IoR and Responsible Distributor Handled by the partner ✓ Possible First step of the local transition
Your own Korean entity You act directly as IoR and Responsible Distributor You, directly ✓ Possible Once monthly revenue is sufficient

A realistic sequence: validate SKU demand with cross-border → switch to local via an IoR partner to improve conversion by 2–5x → transfer to your own entity once revenue justifies the cost of incorporation. Most successful brands walk these three stages in order.

Launch sequence

Run ads after compliance is done —
the order determines your conversion rate.

The most common mistake in a cosmetics launch is spending ad budget before the PDP, inventory, and reviews are ready. Following the right order prevents wasted spend.

01
Regulatory Clearance
Responsible Distributor registration + per-SKU cosmetic notification
Complete the MFDS Responsible Distributor registration (one-time, at the company level) and the per-SKU cosmetic product notification. Functional cosmetics (whitening, wrinkles, UV protection, etc.) require prior review, so allow extra time. Until this step is done you can run later steps in parallel, but do not begin Rocket Growth inbound.
02
First DDP Shipment
A small DDP trial shipment — validate the customs clearance flow
Before a large shipment, run a small trial shipment on DDP (Delivered Duty Paid, including customs duty and VAT) terms. This step verifies the outer-carton barcode, the placement of the Korean label, and lot consistency in practice. Attempting a bulk inbound without this step wastes purchase orders on Rocket Growth inbound rejections.
03
Storefront & PDP Build
Open the Coupang store + build Korean PDPs for the key SKUs
Open a Coupang seller account, register the brand store, and build the full PDP for your 3–5 core SKUs. A Korean PDP is a roughly 20,000-pixel vertically scrolling editorial asset that includes an ingredient panel, clinical data, use scenarios, and review modules. Simply translating an English Shopify page produces a markedly lower conversion rate.
04
Rocket Growth Inbound
Rocket Growth inbound — activate the Rocket badge
After the MFDS notification is complete, send inventory into Coupang's 3PL (Rocket Growth). If the outer-carton barcode, labels, and case-pack specs do not match exactly at inbound, the shipment is rejected. Once the Rocket badge is active, search visibility and conversion rise meaningfully.
05
Review Seeding
Secure the first 30 reviews, then start advertising
Korean consumers read the first 20–30 reviews carefully before buying cosmetics. Running ads with zero reviews just burns budget. Secure reviews first through permitted seeding methods, then start CPC advertising.
06
Paid Acquisition
Run Coupang PPC + external traffic
On top of a PDP with proven conversion and a sufficient review base, run Coupang PPC alongside off-Coupang channels (Naver, Kakao, content commerce). The "ads first, without a page that can convert" pattern is the most common cause of failed market entry in Korea.
Mistake patterns

The four mistakes overseas skincare brands
make most often in Korea.

Mistake 01
Shipment delays from outer packaging
The MFDS-compliant Korean label, the barcode format, and the Rocket Growth case-pack spec all have to match. Attempting a Korean inbound with packaging meant for the EU export market triggers on-site relabeling work.
Mistake 02
Low conversion from a translation-only PDP
A Korean PDP is not a "translated landing page." It is a 20,000-pixel editorial asset carrying ingredient percentages, third-party clinical figures, and the trust signals Korean consumers expect. Translation alone yields conversion below 30% of expectations.
Mistake 03
Margin collapse from not accounting for 10% VAT
Local sales include 10% VAT on revenue. The VAT portion is 1/11 of gross revenue (about 9.09%). Your IoR/SoR partner files and pays it, but it must be built into your pricing structure.
Mistake 04
Running ads with zero reviews
Coupang's algorithm ranks visibility based on early momentum (sales velocity + reviews). Running PPC with no reviews burns budget at a low conversion rate and produces weak ranking signals. Secure 30+ reviews before you start advertising.
Functional cosmetics

General cosmetics vs. functional cosmetics —
which claims require additional review?

Category Applicable claims Regulator Additional review Estimated timeline
General cosmetics Moisturizing, skin texture, cleansing, and other general beauty purposes MFDS Notification alone is sufficient 2–4 weeks
Functional cosmetics Whitening, anti-wrinkle MFDS Prior review required 8–16 weeks
Functional cosmetics UV protection (SPF), hair-loss relief MFDS Prior review required 8–16 weeks
Functional cosmetics New efficacy claims for a novel active ingredient MFDS Individual review (long) 6 months+

If you publish functional claims on the PDP, any claim that cannot appear on the package is also restricted on the PDP. Always confirm claim eligibility before MFDS review.
